(1) Decision that when travelling on duty by train between Sialkot and Jammu, the Resident in Kashmir shall be entitled to a reserved first class compartment and fares at lowest class rates (if actually paid) for two servants in place of the ordinary travelling allowance. (2) The inability of the Government of India to grant any special benefits for residents for other train journeys outside the Kashmir State borders
