N.Rly.-Question whether payment of wages can be witheld form an employee governed by the payment of wages Act merely on grounds of his failure to deposit his ticket when leaving the shop keeping in view of the provisions of para 423-W Decision that para 423-W may be relaxed as a special case in the cases of these 6 workers of the Jodhpur Workshop who had failed to drop their tickets in the time office on 26.4.58 and the wages that had been withheld should be paid back to them on a clear certificate from the formen concerned that the workmen had actually worked on that day. The Northern Rly were asked to tighten up the machinery for supervision in the Jodhpur workshops and to strictly follow the provisions of para 423-W to avoid recurrence of the types of cases reported by them in future
