Question whether a Govt. servant who issues a notice under section 80 C.P.C. of his intention to file a suit against Govt. without exhausting the normal official channels can be warned of the consequences and if so the stage at which disciplinary action can be taken against him Reference from D.P.C. & T. ( Decision that no disciplinary action or warning is advisable till the suit has been decided).
