Genl. of the Madras army, bringing to notice the extreme inconvenience of the present system of Genl ofrs. comg. division being permitted to absent themselves from their commands on leave on private affair and on mecial certificat for indefinite periods without forfeiture of allowances and recommending that a gegn be published requiring them who so absent to forfeit a moiety or some smaller portion of their staff allowances.
