Submits, for consideration & orders, copies of letter from Captain Lomer, Commanding a party of European recruits proceeding to the upper Porvinces, & of a present state of hte detachment, soliciting for the reason stated that the Authorized allawance may be passed for the officers Mess which has been established in hte detachment under his Command.
