With reference to a lr. of the 18th inst. relative to a proposal for the passage money on account of afficers proceeding to Europe with Invalids and sea being made over to the oficers themselves leaving them to arrange with the agents or commanders of the ships on which thhey embark mentions the mode by which passage is provided for invalids and oficers.
