With reference to despatch no. 147 of the 23rd August last, to transmit for submission to the Most Noble the Governor General the accompanying letter from the Clothing Board No. 1589 of the 26th Ultimo, explanatory of the cause of certain Men of the Sappers & Pioneers being unprovided with great Coats.
