Question whether extra unpaid duty can be made a recognized penalty under rule, 3, of the rules contained in Home Department Notification No. F 9.19/30-Ests. dated the 27th February, 1932 (Classification, Control and Appeal) Rules for the subordinate Civil Services. Complaint made by the All India Telegraph Union against the procedure of punishment adopted by the Chief Superintendent Central Telegraph Office, Calcutta, for late attendance.
