Rejection of the proposal of the Govt. of Bombay to amend the press and Registration of Books Act 1867 , so as to (1) facilitate the prosectution of the actual printers & publishers of offending books & publications other than newspapers & (2) make the declared keeper of a press liable to a penality not exceeding Rs. 2000 if a book printed at his press contains matter punishable under one or more of certain specified sections of the I. P. Code .
