Inability of the Government of India to convert the local rank of Lt.-Col. to that of temporary rank to enable Major P.T. Etherton, his britannic Majestys Consul General, Kashger, to draw the pay of rank of Lt.-Col. Sanction accorded to major Etherton drawing pay, with effect from the 1st October 1920, at the revised rate of Rs.1,300/- per mensen. Withdrawal of tenga exchange compensation from Major Etherton, from date of revision of pay.
