Decision that, in cases in which the India Office have unable owing to special circumstances arising from war conditions always to allot accommodation to Government Officers should be re-imbursed the fare actually paid by them for the return passage less any refund obtained from the Issuing Commpany for the unused half of the return ticket. Adds that this decision applies not only in the case of passages by provate steamers, but also Payment Passages on the Govt. vessel.
