In continuation of No. 983C. dated 10th November 1864, forwards, for the information, copy of a letter from Assistant Secretary to the Government, North- Western Provinces, in the Public Works Department, stating that, after careful consideration and consultation with the Inspector General of Prisons in those Provinces, the combination of free and convict labor does not seem expedient in the Allahabad, Agra, or Bareilly Prisons.
