Exemption under rule 21(a) of the Government of India Ministerial Establishment (Recruitment, Promotion and Seniority) Rules of newly created office of the Chief Controller of Imports, under the Commerce Deptt. from recruiting its min. staff through the Home Department for as long as the office remains on a purely temporary basis. 2. Decision that the order regarding communal representation should apply to the staff in the office and that quarterly reforms of recruitment should be submitted to the H.D.
