The Board received a representation from its permanent staff regarding the basis for permanent promotions, which was nothing more than assistance class I and the federation of their seniority over staff. The decision stated that: (i) The relative seniority of staff hired from the railways in comparison to the permanent staff of the Board should be determined in accordance with item (iii) of para 315 of the Railway Board M.O.P. as amended by C.S No.51 at the time of confirmation of the former; (ii) Seniority among the officiating assistants recruited from various sources should be based on the length of continuing officiating should follow seniority
