Proposed creation by the Governor of Assam to establish an additional unit of administration comprising the North East Frontier Tracts (Sadiya, Balipara and Lakhinpur excluded areas decision that the Governor is compelent to redistribute these areas if no geo-graphical alteration limit of there areas is contemplated.
