Decision that an officiating Lieutenant-Governor should be permitted to draw exchange compensation allowance on that portion of his salary under article 535 of the Civil Service Regulations which represents half the salary of his substantive appointment under Government provided that the allowance was admissible to him in his substantive appointment.----
