Decision that the acting allowances of an officer holding a substantive appointment, who acts in an office which is substantively vacant, or temporarily vacant owing to the absence of the permanent incumbent on leave without allowances, cannot, under Article 530 (i) of the C.S.R., be included in the calculation of his average emoluments for pension purposes.
