Question (1) whether, with reference to Article 835 (b) Civil Service Regulations subsidiary leave allowances, at privilege leave rates should be charged under the rule of proportions in Article 981(a) or (b) civil service regulations in case of an officer in foreign service of the first kind, and (2) whether, in calculating the leave allowances payable by Govt. under Article 835(b), the salary actually drawn while in foreign service of the first kind should be taken into account for the purposes of Article 56, civil service Regulations, or whether the calculation is to be made on the supposition that assumed pay was drawn in foreign service.
