Ruling that the minimum leave allowance prescribes by Art: 320 & 342, C.S.R., should be granted not only raring leave originally granted in India an a medical certificate recommanding leave out of India but also during leave with pay out of India which though not granted as leave out of India, has been extaneded or commuted on a similar certificaate.
