Draft of a letter to the Governor General, acknowledgeing receipt of certain papers relating to the impostion of custom duties in the Province of Benares, approving of regulations for these duties, enclosing a copy of a letter from the Commissary-General relating to the charge for the troops stationed at Futty Ghur and another copy of a letter, and affidavit from Major Mattocks clearing himself of the charges brought against him, granting a brevet commission of Colonel to Lieut.-Col. Blair, and intimating that the Board will strongly recommend the claims of Major Popham to the Court of Directors.
