Board - Submit the proceedings of a Court of Inquiry instituted for the purpose of Investigating into the conduct of Mater Pilot Thomas Rutter in consequence of the loss of the American Ship Marcellus whilst under his charge concur in the opinion expressed by the Court and recommend for reasons stated that Mr. Rutter be dismissed from the Pilot Service.
