To Advocate General - With reference to the Dispatch from the Court of Directors restoring the Titles and functions of Governor & Resident Councillor to the local Civil Officers of the Eastern Settlements requests his opinion whether it is competent for this Government to pass Regulations that shall take effect within the Islands and Settlements in question, and whether supposing them to be such as at this Presidency would require to be registered in the Supreme Court prior to their enforcement of the Registry of Regulations passed here should be made in the Courts of those Settlements respectively.
