To Secretary - Forwards copy of a letter from the acting agent E. I. Ry. Coy. and of its enclosure detailing a recent instruction of the seigine of 18 carts employed by Mr. Sibley in conveying coal states that the seizure of coals for the use of Troops will be disposed of by the Bill which is to be brought into the Leg. Council but as it appears from the papers now forwarded that Carts are largely seized for Civil purposes quit unconnected with the movements of Troops requests the Lieutt. Governor will take # to put a stop to the practice.
