Secretary - With reference to the concluding para of Home letter No. 598 dated 28 th April Cost relative to the megul Emigration of Natives of india reports the proceedings adopted for the prevention of such illegal Emigration in Bombay that under the opinion of the advocate General it was not deemed advisable to under take a proseeutun against the parties concirued but that instructions were issued by the portector of Emigrants at the Port prohibiting pelots from taking any vessel to sea having natives of India in board unless the master produced a Liceuse as para 4th Council act XV/42 & in anclusun tricrts that the explanation afferded will be satisfactory.
