Secretary - Submits with observations the question as to whether a J unior Civil Servant passed in two languages but not yet qualified for the public services is liable under the Provisions of Secretary XIV of the Notification dated 24th January 1854 to be sent to prosecute his Studies under a Civil authority in the intereir # he fail to pass in his third Language within 3 Months of His having passed in his second.
