Informs him of certain subsidiary appointments. Desires to know whom he may consider best qualified for the situation of Executive Officer and Superintendent of Roads and Convicts at Penang in succession to Captain Macpherson appointed to succeed to Captain Man, Superintendent of Convicts and Road at Singapore.
