To Director General Post Office - Forwards the Officiating Advocate General opinion on the above and states that the Commissioner doubt less intended to prohibit clubbing but considering the low rates in force, it is not likely that the Post Office will be much practice of it and it is not necessary at present to institute any prosecuctions under the act, but should the practice referred to be systematically pursured to the injury of the Post Office, measures will be adopted to put a step to it.
