With refrence to Para 2and 3 secy colonel birhs no 604 of the 18th september last submits, the copy of a communication fromt he adjit General of the madras army regardings the promotion on the rank of the colonel of Lt.Coll J.F. meesgrove and as that officer completed 3 years service in the rank of Lt.Coll before the promulgation of the rule laid down G.O.G.G no 1164 of the 1856.
