Institution of legal proceedings by an employee to vindicate his character against defamatory attacks-Referene from the Ministry of Railways as to whether it is correct for an employee (Dr. Muthurangam) to file a defamtory suit against his superior officer and whether disciplinary action can be taken against him. Decision-If an officer considers that any attack on him is defamatory, he must obtain sanction of Govt. before having recourse to any court or to the press for the vindication of his public acts or character against such attacks. In view of this a disciplinary is permissible
