Recommendations of the official Language Commission and opinion thereon of the Committee of Parliament on official Language-Training in Hindi of administrative personnel of different categories- (i) Imposition of obligatory requirement if training on a voluntary basis does not show adequate results. (ii) Imposition of penalties for failure to attain prescribed standard within the prescribed time, and grant of incentives and rewards for superior performance. (iii) Standard of linguistic ability to be aimed at. (iv) Establishment of separate translation units instead of training personnel in Hindi not correct. (v) Prescription of only comprehending knowledge of Hindi for officials of the age of 45 and above
