To Officiating Junior Secretary - In reply to his letter No. 165 dated 31st March . States that after a carefull reconsideration of the question the Governor General in Council has resolved to withdrawn the qualified sanction which was given to the original proposal of the Director of Public Instruction in this Office letter No. 1363 dated 11 June 1858 - There can be no doubt that the Government is fully competent t prescribe the condition on which a gratuitation Education shall be given either in the Medical College or in any other Government Institution - & thereis notting unreasonable in the condition but there who receive an Education at the Public Expense in any particular branch of Service should be completted under a precaunary penalty to give to the Govenmet the benefit of the knowledge they so acquire at a fan & equiatble date of remuneration.
