Question whether officers on the old select list have a legal right to appointment to the IAS/IPS when a new, smaller list has been approved by the U.P.S.C. and whether officers on the current select list have a legal right to appointment to temporary vacancies in the Cadre under rule 9 of the Cadre Rules. Decision: Both cases receive a negative response.
