The British Consul for Seistan and Kain advised Mr. W.R. Howson of the grounds for this. Article 1098 of the Civil Service Regulation and Appendix 6 of the Civil Service Regulation prohibit the Vice-Consul of His Britannic Majesty in Birjand from receiving a family travel allowance. 2. Approve the provision of first-class travel reimbursements to Mr. Howson while he serves as his Majesty's Vice-Consul in Birjand, with the understanding that the Seistan Consulate's budget allotment for travel reimbursements will not in any way be exceeded.
