Home Government’s refusal to treat the outlay incurred in the purchase of certain vessels from the Sind, Punjab and Delhi Railway company as a legitimate excess over the 2½ crores grant for productive public works. Suggestion that the question of raising additional capital by that company be allowed to stand over until the estimates for the year 1883-84 have been reviewed.
