I. Secretary of State’s sanction to the addition of bearer bonds to the forms in which the Government of India rupee loans are at present hold. Observations of the Government of India regarding the issue of bearer bonds and promissory notes of small denomination, measures to be taken for popularizing the rupee paper as an investment, and the continuance of the existing guarantee against repayment before 1920 of the 1900-1901 series of the rupee loan in the case of future issues.
