Proposed amendment of section 401 of the Criminal Procedure Code so as to empower the Governor General in Council or a local Government on application being made to them for the suspension or remission of a sentence, to refer the whole case to the High Court in order that it may be heard and determined by that Court as in the case of an appeal by a person convicted, Decision that the proposal should not be pursued.
