Sends a memorial and a copy of one to the Secretary of State regarding his dismissal from the position of Assistant Commissioner, Rangoon. He asks that the Secretary of State take his case into consideration and recommend it, that his salary be paid from the time of his suspension to the present, that he be compensated for the persecution he has endured, and that he be put back in his position with all benefits-pension, length of service, etc.- as if no removal had occurred
