Views of the Govt. of Assam on the S.R. Bill. (1) Tripura and Manipur should be merged with Assam in case the people of these areas are agreeable, and all safeguards for the protection of the interests of the minorities would be provided. (2) It is desirable not to put any matter or question under discussion before the Zonal Council to vote, in order to remove apprehension and suspicion of the minorities
