View of the Government of Mysore of S.R. Bill, mainly:- (1) Provisions enabling the constitution of Zones and Zonal Councils should appropriately find a place in the constitutional Amendments to be placed before Parliament, and not in the S.R. Bill. (2) Certain administrative matter may advantageously be assigned to Zonal Councils and certain subjects of common interest under the control of the Central Government like Railways, Posts and Telegraphs etc may be brought under their purview. (3) Zonal Councils should not be entrusted with the work of setting border disputes between the States. For the settlement of boundary disputes a more appropriate forum would be the Boundary Commission for which the necessary provision should be made in the Bill. (4) The salaries of High Court Judges of all the States should be uniform
