Question whether the penalty of recovery from pay of loss caused to government can be imposed in addition to another penalty- Clarificatory instructions issued on 17.5.62 that it would be open to inflict in addition to penalty of recovery from pay of loss caused to Govt. by negligence or breach of orders, any one of the penalties specified in clauses (1)(i), (ii) and (iv) and clauses 2(i) and (ii) of Rules 1707-R.I. by way of one and the same order and in pursuance of one and the same proceedings
