Reference from the G.M., Western Rly., whether an employee under suspension, may be permitted to accompany enquiry held in his case. Decision that an employee under suspension should not be permitted to act as counsel or to accompany the accused railway servant irrespective of the fact whether he is an office bearer of a Union or not
