Recommendations of the Estimates Committee, in their twenty-fourth report, in regard to rules and regulations partaining discipline and appeals of Railway Staff. In regard to item 53 of the Report, Indian Railways were communicated the desire of the Board that staff must be led by their officers or, a other words, the course of behaviour of the railway staff must be moulded by example, rather than penal action. As regards item 60 and 62 of the a report they were asked that the detailed procedure for holding enquiry should be in corporated in the pamphlet issued by them and that G.Ms should lay down that in case where an enquiry is not completed and action not taken against the individual within six months of the initiative of the proceedings, the matter should be reported to them
