In their twenty-fourth report, the Estimates Committee made recommendations on the norms and regulations governing discipline and appeals of railway staff. Regarding item 53 of the report, Indian Railways was informed of the Board's wish for staff to be led by their officers, or, to put it another way, for the railroad staff to be trained through positive reinforcement rather than punishment. Regarding items 60 and 62 of the report, they were asked to include a detailed description of the inquiry process in the pamphlet they issued. They also requested that G.Ms make clear what happens if an investigation is not completed and no action is taken against the subject within six months
