Instructions given to the governments of a few Part A, Part B, and Part C states about how to divide documents after state reorganisation. 2. The recommendation that, in the course of organisational reform, records pertaining to the time frame inclusive prior to 1919 not be split up or moved. 3. The decision that all pre-1919 and post-1919 records pertaining to Union subjects in Part C States should remain the property of the Government of India; that these records should be kept in their current location for administrative and reference purposes; and that the newly elected State governments may borrow these records as long as they are properly maintained and made available for periodic inspection by the Director of Archives
