Railway Services (Conduct) Rules 1956-General Instructions provide classification in respect of transactions-acquisition and disposal-of movable, immovable, and precious property and provide limits for getting approval of competent authority. (1) instances recommended to the Board for penalty, as opposed to instances just reported to the Board, should have sufficient information to assess the transaction's legitimacy. (2) The sale of a conveyance obtained with a government advance prior to repayment of the advance requires the approval of the competent authority. The sanction is in addition to the sanction required by the transaction's conduct requirements, namely the sale of moveable goods
