In response to I.S.E. Rly's proposal to delegate powers to the bill preparing officers so they could satisfy themselves regarding the validity of the certificate of non-employment by a railway servant under suspension, it was decided that no payment under rule 2043 (FR53-RII) would be made unless the railway employee in question provided proof that he is not employed, a business professional, or engaged in any other occupation. (ii) Modification of FR53(2043) Allowance for subsistence in accordance with Mof's notification no. 19, dated 10-9-59
