The reply to office Memorandum No. 1430, dated the 24th ultimo, advises that Brevet-Colonel J.K.Spence, Commissioner, Jubbulpore Division, is entitled to a two-year furlough on private matters, which he might take at any time, subject to the necessity of the public service. However, it has since been mandated that no officer leave his station before he has submitted his application (via the Adjutant General) and received official notification from the Military Department that the furlough would be granted
