The decision that a permanent railway employee who has been serving in a higher position continuously for three years or longer on the date of his superannuation, or the date of his quitting service, if earlier, will be treated as having held that position in a substantive capacity for the purposes of calculating his special provident fund contribution. For this reason, all leave or time spent on duty in a higher position within the three years leading up to the date of superannuation, or earlier if resigning early, will be applied against the three-year maximum
