Decision that a permanent Railway servant who has been officiating on the date of his superannuation, or on the date of quitting service, if earlier, in a higher post continuously for three years or more, will be treated as the though he held that officiating post in a substantive capacity for the purpose of Calculation of special contribution to his Provident Fund. For this purpose, all periods of leave, or duty in a still higher post or post, during the 3 years immediately preceding the date of superannuation or quitting service if earlier will count towards the limit of 3 years
