Industrial dispute between the Dakshin Railway Casual Labour Union Cochin and the Executive Engineer (Construction) of Southern Railway, Madras, is being handled by the Ministry of Labour. Since casual labourers are transferred from one unit of Senior Subordinate to another, the Ministry of Labour recommended that the unit of seniority for casual labourers be the District Officer, or DPO. Reply appropriate was sent to the M/o Labour. Labour referred the matter to the Tribunal, which upheld the Unitwise seniority procedure as outlined in the Board's letter No. E/LL/71/AT/ID/1-7 dated 22 January 1974
